PROBLEM TO BE SOLVED: To provide a method for forming a layered coating film with an excellent design property by controlling compatibility in interface between neighboring coating layers and reversion between mutually neighboring coating layers by considering the combinations of organic solvents contained as a portion of a diluent solvent of a water-soluble base coating material. SOLUTION: In a coating film formation method by which, after a water-soluble base coating material and a clear coating material are formed successively on a substrate by wet-on-wet manner using an electrostatic coating apparatus, both coating films are cured simultaneously, the water-soluble base coating material contains water and an organic solvent as diluent components other than the solid matter in the state the material is diluted to have a coating viscosity. The organic solvent contains an ester-based organic solvent with a boiling point of 140-200 deg.C as a portion in amount of 0.5-7.0% by weight in the total amount of the coating material and the total weight of the volatile components of the diluents is 50-85% by weight in the total amount of the coating material.
