PROBLEM TO BE SOLVED: To provide a coating film formation method capable of improving the adhesion strength between an under coating layer formed on a base substrate and a top coating layer formed thereon without using a primer and at the same time improving the durability by suppressing foaming properties. SOLUTION: The coating film formation method comprises the steps of forming an under coating layer by applying a base adjustment material containing polymer cement mortar to a base substrate and forming a top coating layer on the under coating layer by applying a top coating material containing a hydroxyl-containing vinyl polymer having a number average molecular weight of 1,000 to 20,000 and polyisocyanate. The hydroxyl-containing vinyl polymer is preferably a polymer obtained by polymerization of vinyl monomer at a high temperature of 150-350 deg.C. Further, the base adjustment material is preferably a material containing also a silane coupling agent or alumina cement.
