PROBLEM TO BE SOLVED: To reduce RRO primary - N-th component and/or RFV primary - N-th component of a tire and rim assembly by regulating the phase and the magnitude of RRO primary - N-th component and/or RFV primary - N-th component due to unevenness on a periphery of bead foot width in a rim assembly state. SOLUTION: A tire and rim assembly 14 is filled with air. RRO measurement is effected to extract a RRO primary component. When a tire side wall 16 in a bottom position of the RRO primary component is pressed toward the inner side of a tire, a bead part 18 in the vicinity of the bottom position of the RRO primary component is moved to the rim flange 20 side and a gap 22 between a rim flange 20 and the back of the bead I decreased or quenched. This constitution regulates the position in a tire radial direction on a tread surface in the bottom of the RRO primary component to the outside in a tire radial direction and RRO is reduced.
