PROBLEM TO BE SOLVED: To provide an apparatus and a method for producing a multilayered noodle dough by which a texture such as that of handmade noodles can be obtained, a conventionally nonexistent entirely new ultrahigh-quality noodle dough can be produced, the structure is simple and production is carried out at a low cost by forming the noodle dough into a multiple network gluten texture structure. SOLUTION: This apparatus comprises plural hoppers 1 and 1 for respectively charging mixed doughs, plural noodle belt rolls 2 provided for each hopper 1 and capable of forming noodle masses emerging from each hopper 1 into flat platy noodle belts MA and MB, a conveyor 3 for feeding the flat platy noodle belts MA and MB emerging from the respective noodle belt rolls 2 in a superimposed state, twisting and winding rolls 4 arranged on the conveyor 3 in a state obliquely crossing the forward direction of the noodle belts MA and MB and multiply twisting and winding the flat platy noodle belts MA and MB so as to twist and wind the noodle belts MA and MB, a pressing roll 5 for rolling the twisted and wound rodlike noodle belt (m), and a forming roll 6 for forming thick boardlike noodle belt emerging from the pressing roll 5 into a desired shape.
