PROBLEM TO BE SOLVED: To provide an inertia electrostatic containment device capable of stably applying a high voltage of 100 kV class effective for generating neutrons between a negative electrode and a positive electrode. SOLUTION: A cage type spherical intermediate electrode 4 is concentrically positioned in a space between the positive electrode 3 and the negative electrode 4. An electric potential of a predetermined high voltage is applied to the intermediate electrode 4 from a power source.
