PROBLEM TO BE SOLVED: To solve a problem that the rate of the wasteful use of a bus by the termination of retry becomes high and the use efficiency of the bus becomes low since a master device which terminates retry increases as the master devices connected to the bus increase. SOLUTION: A mediating means 14 limits the number of the master devices to which bus use right is given to the number of address entries for delayed reading. Thus, the number of the master devices being candidates to which the bus use right is given is limited to the number of device information that can be stored in a command entry 13b. Consequently, the bus use right is prevented from being given to the master device which cannot be stored in the command entry 13b and a wasteful retry termination operation can be reduced.
