PROBLEM TO BE SOLVED: To solve a problem of a conventional digital broadcast restricted receiver where an illegal viewer has had only to decode one restricted reception system resulting in that the decoded sole restricted reception system permits illegal viewing because the security of the restricted reception is protected in the one restricted reception system. SOLUTION: The digital broadcast restricted receiver of this invention is configured such that a restricted reception system changeover section 4 sequentially selects a 1st restricted reception system 2 or a 2nd restricted reception system 3. Since a plurality of the restricted reception systems protects the security of the restricted reception, the illegal viewer needs to analyze all the restricted reception systems that are sequentially switched so that this invention can provide the digital broadcast restricted receiver, where illegal viewing is hardly caused.
