PROBLEM TO BE SOLVED: To obtain an image forming device using a film heating type fixing device in which fixing property is improved and the soiling of a pressure roller (pressure member) is prevented by making the temperature of a heater at the pre-rotation time of the image forming device higher without cracking the heater so that the temperature of the pressure roller may be high. SOLUTION: This image forming device is provided with the heater 11, a film 13 sliding on the heater, and the pressure member 20 press-contacting with the heater through the film and forming a fixing nip N, and provided with the fixing device for thermally fixing an unfixed image by the heat of the heater by holding and carrying recording material P on which the unfixed image (t) is formed between the film and the pressure member in the fixing nip. The base plate 111 of the heater 11 is constituted of AlN(aluminum nitride) and the controlled temperature of the heater is set to be higher at the pre- rotation time of the image forming device than at fixing time.
