PROBLEM TO BE SOLVED: To realize excellent SN ratio characteristics and narrow band characteristic in a recording and reproducing device or a data transmitting device. SOLUTION: When encoding and decoding area carried out in order to obtain the excellent SN ratio characteristic and narrow band characteristic at the time of performing recording/reproduction or transmitting data, an encoding method in which a minimum run length in an NRZI(non return to zero inverse) rule and an encoding ratio is 2/3 is adopted as its encoding method. The encoding method is decided as the result of measuring by a newly developed transmission characteristic measuring method. A PR(partial response) (1, 1 and 1) ML(maximum likelihood) decoding method is also combined as a decoding method that is most suitable to the encoding method. An encoding 2 using the encoding method encodes the data, and after recording/reproducing the data, a PR equalizer 4 and a Viterbi decoder 5 using the decoding method decode the data.
