SOLUTION: A power consumption calculation part 20 calculates a power consumption, and an accumulator stator calculation part 21 calculates an energy storage device state SOC of an energy storage device 5. Based on this energy storage device state, a physical quantity calculation part 25 calculates a physical quantity per effective power for each of various kinds of power consumptions and power generations when a power generation equal to the power consumption or an excessive power generation is performed. A threshold calculation part 22 finds a threshold of the same unit as the physical quantity per effective power by a predetermined operation in order to select an operation mode for a power generation unit and the accumulation unit. An operation mode selection part 23 selects an operation mode for an internal combustion engine 1 and the energy storage device 5 based on a comparison between the threshold and the physical quantity per effective power corresponding to the power consumption, and a target power generation calculation part 24 calculates a target power generation. A power distribution controller 6 controls the internal combustion engine 1 and an electric motor 3.
