PROBLEM TO BE SOLVED: To easily prepare a plane type lens in a substrate, and to obtain an excellent antenna substrate at a low cost. SOLUTION: A plurality of dielectric vias 2 in which the insides of holes having diameters less than the half of a signal wavelength are filled with the second dielectric having a dielectric constant different from the first dielectric are formed to a part of a high-frequency signal propagation region to an antenna element with one layer or more of dielectric substrates 1 formed of the first dielectric and metallized layers 4 formed on the upper and lower surfaces of at least the dielectric substrates 1, and the plane type lens 5 is formed of the aggregate of the dielectric vias 2. An effective dielectric constant can be changed by altering the formation density of the dielectric vias 2 in the high-frequency signal propagation region continuously or by stages and partially varying the dielectric constant of the dielectric in the dielectric vias.
