PROBLEM TO BE SOLVED: To drastically reduce processes and time for constructing a floor heating structure while, after being constructed, retaining the various functions of conventional floor heating structure. SOLUTION: A floor base plate 1 is provided, on its upper surface, with a sheet 35 consisting of a base sheet 30 with heating elements 10 being fixed thereon without application of an adhesive. A floor surface material 20 having portions 21 for housing the heating elements is pressed on the sheet 35 with an adhesive 40. The base sheet 30 permits the adhesive 40 to permeate or pass therethrough, and thus the base sheet 30 and the floor surface material 20 are integrated with the floor base plate 1 through the permeable or passable adhesive 40.
