PROBLEM TO BE SOLVED: To obtain a semiconductor integrated circuit in which a change of a characteristic value can be appropriately carried out with a simple constitution, and a method of manufacturing the same. SOLUTION: For changing a characteristic value of an internal circuit which is made of patterned wiring, pads 4, 5 are provided on a specified part of the internal circuit. The pads 4, 5 can be mutually connected by a connecting member of a conductive bump. The connecting member for connecting the pads may be a freely attachable/detachable member. Besides, a freely attachable/ detachable member that is specific to each pad may be connected. Furthermore, a plurality of pads for changing the characteristic value of the circuit are provided on a specified part of the internal circuit, and the pads are arbitrarily connected by a member which is different from the patterned wiring when an adjustment of the characteristic is required.
