PROBLEM TO BE SOLVED: To deliver an electronic mail again while suppressing the increase in traffic in a mobile packet communication network. SOLUTION: When receiving an electronic mail destined for a mobile machine 10, a gateway server 30 transmits an incoming report to the mobile machine 10. When receiving an acknowledgement (hereinafter referred to as Ack) to this incoming report from the mobile packet communication network, the gateway server 30 recognizes the state of the mobile machine 10 in accordance with the classification of the Ack to determine whether an electronic mail main body should be delivered or not and changes the time interval to retransmission of the incoming report to the mobile machine 10 in accordance with the state of the mobile machine 10 in the case of a failure.
