PROBLEM TO BE SOLVED: To provide a constant-voltage power circuit that can make an overcurrent limiting function against an overload and a short-circuit current limiting function against an output short independent so that each function can be set arbitrarily, regardless of the condition at start-up, can start the output voltage until the constant-voltage range, can optimally regulate the overcurrent limit value of chevron shape or foldback type even if the external condition of input voltage condition or the like varies, can properly actuate an overcurrent limiting circuit of drooping type to obtain desired output current, and can set the short-circuit current value to be the optimal value, and to provide an application device using the constant-voltage power circuit. SOLUTION: An output control part (output transistor) C5 is controlled by the output from an error amplifier A1. A load current is detected with a current detector C1, the voltage generate thereby and the output of a voltage detector C3 for detecting the output voltage are inputted to a comparator A3 having an offset, and, by its output, an output control part C5 is controlled.
