PROBLEM TO BE SOLVED: To provide a heat fixing device and an image forming device, in which toner is prevented from caking to the surface of a pressure roller, thereby preventing such a problem that a recording material is soiled or jammed. SOLUTION: In the heat fixing device A in which the pressure roller C is driven and a fixing member 100 is caused to follow it, the surface roughness Rz of the fixing member 100 is 3μm<=Rz<=10μm. Further, the surface hardness of the pressure roller C is 50 degrees or below, and the surface roughness thereof is Rz<=2μm.
