PROBLEM TO BE SOLVED: To measure in a state in which emission characteristics of a light- emitting element are stable while an increase of a measuring time is restricted. SOLUTION: In an apparatus for measuring body fluids, light is irradiated to a test chip by pulse driving the light-emitting element, and characteristics of a body fluid (blood) adhering to the test chip are measured on the basis of an intensity of the reflecting light. After a predetermined time has passed from a start of the driving (S2), the intensity of the reflecting light is detected synchronously with the pulse driving by a predetermined number per second, and a mean value of the reflecting light intensities corresponding to a plurality of continuous pulse signals not larger than the predetermined number and including a final pulse signal among the predetermined number of pulse signals is calculated (S4). A characteristic value of the body fluid of a person to be tested is calculated and obtained on the basis of the mean value (S5).
