The control section 10 controls the output of the fuel battery stack 1 in the following steps: Predetermining an extra electric energy for load to be supplied from the power storage section 8 to the fuel battery stack 1 upon fluctuation with a prescribed rate of the load of the load section, calculating the possible power output from the power storage section 8, comparing the extra power for load with the possible power output and producing a result determining which the power is high, and generating a charging power surpassing the difference between the extra power for load and the possible power output when the above result indicates that the possible power output is lower than the extra power for load.
