PROBLEM TO BE SOLVED: To provide a method to decrease adsorbed substances, such as water depositing on a substrate in the manufacture process of an electrochromic light- control glass cell. SOLUTION: The electrochromic light-control glass is manufactured by sealing the peripheral part of two transparent conductive substrates, disposed facing each other via a prescribed gap to form a cell and then injecting an electrolyte or its precursor in vacuum through an injection port into the cell, to form an electrolyte layer. In this method, after the cell has been set in a chamber, the operation of deaerating the inside of the chamber into vacuum and introducing an inert gas into the vacuum chamber is carried out once, or repeated by a plurality number of times, then the inside of the chamber is deaerated into vacuum; the electrolyte or its precursor is injected into the cell, and then the injection port is sealed.
