PROBLEM TO BE SOLVED: To provide a structure in which an optical fiber cable is laid, and a method and members for laying an optical fiber cable on the top of the inner surface of a branch pipe. SOLUTION: Trunk tension members 25, 26 and 27 respectively having high strength and low elongation are slidably disposed in the longitudinal direction opposit to an optical fiber cable along a trunk optical fiber cable 20 laid inside a main pipe 1 and branch optical fiber cables 21 and 22 laid inside respective branch pipes 4 and 5 from the inside of the main pipe. In the trunk tension member 25, tension is applied between a manhole 2 and another manhole 3 through the main pipe. In the branch tension members 26 and 27, tension is applied between the manhole 2 and branch pipe basins 8 and 9 by way of the insides of the main pipe and of the branch pipes. By so doing, the trunk optical fiber cable and the branch optical fiber cable are laid on the top side inside the main pipe or the branch pipes.
