PROBLEM TO BE SOLVED: To provide a public key certificate utilization system which is capable of rapidly issuing and utilizing a public key certificate. SOLUTION: The template as personal identification data of a person requesting the issue of the public key certificate is acquired from a personal identification certificate and a personal authentication is executed by collation processing of the template and sampling information. The public key certificate of the requesting person is issued on condition of the establishment of the personal authentication. The authentication bureau issuing the public key certificate is capable of issuing the public key certificate on condition of holding of the personal authentication of the personal identification authentication bureau and therefore the burden on the personal identification processing in the authentication bureau is lessened. The deletion processing of the public key certificate issued to the user is executed upon completion of the utilization processing of the public key certificate and the constitution utilizable only in the specific processing is realized.
