PROBLEM TO BE SOLVED: To provide a seek controller and method which quantumly improve the performance and reliability of a seek operation and an optical disk device. SOLUTION: The seek controller and method and the optical disk device are constituted to successively detect the passage of a beam spot moving on the optical disk toward a target track above an address region on the optical disk toward a target track above an address region of the optical disk and to pull in the beam spot onto the target track or the track near the same at start timing at which this beam does not pass above the address region during the pull-in operation.
