PROBLEM TO BE SOLVED: To provide a monitoring alarm device using a portable video telephone set and a monitoring alarm method in which the monitoring alarm devices are arranged in each section and many monitoring persons carry the portable video telephone sets. SOLUTION: A relay unit setting the portable video telephone set to automatic incoming response and operating it by detecting an incoming signal in an existing terminal is connected to an external microphone, and a power supply of an amplifier, a projector, and a rotary lamp is connected to the relay unit to perform monitoring and give an alarm by calling the monitoring alarm device connecting a sound output from the existing terminal with a sound input terminal of the amplifier and an external speaker with a sound output terminal by the telephone set by the same terminal machine.
