SOLUTION: This system has subsystems 22 and 23 which perform data processing according to a prescribed data description format and have mutually different rules, a data description format conversion part 212 which performs conversion processing for adapting the data description format processed by one of the subsystems 22 and 23 to the data description format of the other subsystem 22 or 23, and a routing engine 211a which executes processing instructions stored in the subsystems 22 and 23 according to a processing procedure stored in a business rule database 211b.
