The retaining member has a rolling element (32) displaceable between a position projecting from the interior of the slot, in which this rotating element is fixed in rotation with the rotor, and a retracted position. In the stop position, the rotor is axially displaceable between positions blocking or authorizing the rotation. The stator has a member (19S) for locking the rotating element in the projecting active position, when the rotor is in the rotation authorizing position. The device includes a rotor (12) having a slot (28) for receiving a key (26), rotatively mounted in a stator (14) between a first stop position, and a second position, with members (32) for retaining the key in the rotor cooperating with complementary members (38) of the key, when the latter is lodged in the slot and the rotor is in a distinct angular stop position.
