PROBLEM TO BE SOLVED: To overcome the problem of a conventional image processing apparatus such that the image quality of image data is deteriorated because attribute discrimination is applied to each object block on the basis of orthogonal data resulting from applying orthogonal transform to the image data, resulting in increasing the adverse effect when the attribute is mis-discriminated. SOLUTION: A reference selection means 1 of the image processing apparatus of this invention selects a reference block 2R and a target pixel. An orthogonal transform means 2 applies orthogonal transform to pixel data in the reference block 2R to obtain the orthogonal data. A feature calculation means 3 calculates feature values Fm, Fn, Fp representing features of the reference block 2R on the basis of the orthogonal data. Then an attribute discrimination means 4 discriminates the attribute of the target pixel on the basis of the feature values. Thus, the image processing apparatus improves the accuracy of attribute discrimination and enhances the image quality.
