The threshold value control unit (106) adaptively varies the decision threshold value in accordance with the interference rate and the occurrences of the forced disconnection and call loss. The channel allotting unit (105) performs a channel allotment based on a comparison between the decision threshold value controlled by the threshold value control unit (106) and the upstream CIR value.</p> |
