One or more hub nodes (120) connect to a central telephone office (50). A node's spread spectrum transveiver (310, 320, 330) communicates using packets having spread-spectrum modulation, over radio waves, with the plurality of remote stations (111, 112, 113, 114, 121, 131, 132, 141, 151, 161, 171, 172, 173, 181, 182, 191). A store-and-forward subsystem (341) stores and forwards one or more packets to and from the remote station. A flow-control subsystem (340) controls the store-and-forward subsystem (341), to store each packet arriving at the spread-spectrum transceiver. The flow-control subsystem (340) routes the plurality of packets through a path in the plurality of nodes to ensure that the plurality of packets arrive sequentially for voice or video packets.
