PROBLEM TO BE SOLVED: To obtain a gel composition containing water, composed of a water-soluble polymer as a polymer component, wherein a phenomenon of demixing is prevented, and to provide a production method of the gel composition containing water. SOLUTION: The gel composition containing water is composed of at least a network polymer formed by polymerizing a hydrophilic or water-soluble monomer in the presence of a crosslinking agent, an oxyethylene polymer and a low-molecular weight compound that prevents an aggregation of the above network polymer and the above oxyethylene polymer. The gel composition containing water is produced by polymerizing the water-soluble monomer or its partially hydrolyzed material and the crosslinking agent at a normal temperature in the presence of the oxyethylene polymer and the above low-molecular weight compound that prevents the aggregation of the above interpolymer- network polymer compound and the above oxyethylene polymer.
