PROBLEM TO BE SOLVED: To provide a destruction detecting and protecting material that sensitively detects an act of destruction at an early stage, due to breakage of a conductive fiber even in a small distortion. SOLUTION: The destruction detecting and protecting material is provided with a cloth 10a produced by weaving non-conductive fibers, and a conductive fiber 26a, which has a lower elongation than this cloth 10a, and is formed by closely adhering the cloth 10a to the conductive fiber 26a and incorporating the cloth 10a and the conductive fiber 26a to the matrix using the resin material 31a.
