PROBLEM TO BE SOLVED: To provide a water in oil emulsion type flocculant excellent in flocculation capacity and lowering the content of a dehydrated cake by applying the dehydration of organic sludge by noticing the form of a cation group without noticing a degree of polymerization when an cationic polymer is synthesized. SOLUTION: A monomer (mixture) aqueous solution containing a primary amino group-containing acrylic monomer is emulsified and dispersed in a water immisible organic solvent in the presence of a hydrophobic emulsifier to prepare a water in oil type emulsion which is, in turn, polymerized to obtain the primary amino group-containing polymer emulsion type flocculant.
