PROBLEM TO BE SOLVED: To obtain a rubber-like material which is obtained by pulverizing wasted PET bottles with caps and labels to be palletized together and by heating and melting without generating a water-like material based on the difference of melting temperatures, in the point of view that a large amount of PET bottles storing drinking water, or the like, are disposed of after use every housing units are nearly filled to reach their whper housing limits, thus recycling of waste PET bottles is recommended in view of beautification of environment and saving of resources. SOLUTION: The rubber substrate using wastes is obtained by adding waste urethane, a rubber polymer as a binder and rubber powder from waste tires, to wastes wherein wasted PET bottles 1, their caps 2 and labels 3 are pulverized to be pelletized, and by cooling after melting the mixture. Therefore, the objective rubber-like (substitute) material is regenerated by heating and melting without generating the water-like material based on the difference of melting temperatures.
