PROBLEM TO BE SOLVED: To evenly carbonize waste with various shapes, viscosity and water content through an indirect heating method. SOLUTION: A dryer, to dry waste, is equipped with a cutter and a screw conveyer inside and a jacket for heating outside. After being dried at the dryer, waste is dry distilled in a dry distillation furnace and is turned out to be an activated carbon in an activated carbon activating furnace. By installing the apparatus having such a constitution at a sewage treatment facility, a digested sludge is carbonized, and a carbonized activated carbon is used at a tertiary treatment.
