PROBLEM TO BE SOLVED: To reduce cost by simplifying constitution of the electric circuit. SOLUTION: A latch condition detecting circuit 49 is constituted in such a way that one end part 43a of a latch switch 43 is connected with one electric source terminal 48a of an AC electric source 48 through a detecting part 50 and the other end part 43b of the latch switch 43 is connected with the other electric source terminal 48b of the AC electric source 48 and an electric voltage value Vr in accordance with an open/close condition of the latch switch 43 is outputted from the detecting part 50 and a control circuit 54 functions as a latch switch condition judging means for judging the open/close condition of the latch switch 43 from the detected electric voltage value Vr detected by the detecting part 50 of the latch condition detecting circuit 49 and under a condition where the latch switch 43 is closed, it also functions as a means for judging electric voltage of the electric source for judging the electric voltage of the electric source from the detected electric voltage value Vr detected by the detecting part 50 of the latch condition detecting circuit 49.
