PROBLEM TO BE SOLVED: To obtain a coating material composition for each member of the exterior and interior decoration of a building, a bathroom, a toilet room, a kitchen, a window glass, furnishings, an automobile, spectacles, and the like, which has excellent clean ability, antibacterial properties, antistatic properties, and coating properties with not particularly requiring its proper use, and to provide a method for manufacturing the same. SOLUTION: The coating material composition comprises 95-99.25 wt.% silicone based waxing compound, a thiazolyl sulfamide compound, an ionized mineral fluid, and ceramic-activated water. Further, the method for manufacturing the coating material composition comprises successively a step of forming a diluted mineral aqueous solution, a step of forming a diluted solution of a thiazolyl sulfamide compound, a step of introducing the diluted solution of the thiazolyl sulfamide compound into the silicone based waxing compound as the major computer.
