PROBLEM TO BE SOLVED: To provide a flocculant reducing sewage organic matter or the like to convert the same to a polymeric state to flocculate sludge in higher concentration and making a solid, which is decomposed by activating a microorganism group by the biological activity of humic substance to be discharged, easy to retulize. SOLUTION: A sulfate compound such as calcium sulfate, iron sulfate or the like and a chloride compound are added to 100 pts.wt. of humus in an amount of <=10 pts.wt. to be mixed therewith under pressure to prepare a muddy viscous substance and this substance is dried to form solid matter which is, in turn, ground to obtain a modified humus powder. 5-60 wt.% of aluminum sulfate and aluminum oxide, 5-60 wt.% of calcium sulfate and calcium oxide and 2-60 wt.% of sodium carbonate are added to 1-20 wt.% of the modified humus powder to prepare the flocculant.
