PROBLEM TO BE SOLVED: To improve inhalation efficiency at the time of inhaling a chemical to the lungs by an inhaler. SOLUTION: In a user terminal constituted so as to be carried by a user and provided with a memory card 205 storing information regarding individual users including the information of the chart and prescription of the user and an inhaler 202 for discharging the chemical as fine droplets to be inhaled by the user, a parameter about the discharge of the chemical is changed within prescribed time during which the user performs inhalation so as to enable the user to efficiently inhale the chemical according to the information of the prescription.
