PROBLEM TO BE SOLVED: To obtain a flame-resistant rubber composition, low in decrease in mechanical strength of a vulcanized material even if it has a high content of a non-halogen based flame retardant, and capable of obtaining an elastomer having good mechanical properties, and to obtain a flame-resistant elastomer. SOLUTION: The flame-resistant rubber composition is composed of (A) an olefinic copolymer, (B) a vulcanizing agent and/or a crosslinking agent, and (C) the non-halogen based flame retardant. The olefinic copolymer (A) has (a-1) a structural unit derived from ethylene, (a-2) a structural unit derived from a 3-10Cα-olefinic compound, (a-3) a structural unit derived from an unsaturated compound having a functional group, and (a-4) a structural unit derived from a nonconjugated diene based compound, which is contained if necessary, wherein the functional group having a limiting viscosity [η] of 0.1-10 dL/g, measured in decalin at 135 deg.C, is contained in (a-4). The flame-resistant elastomer is obtained by vulcanizing the above flame-resistant rubber composition.
