PROBLEM TO BE SOLVED: To simply, inexpensively, easily and quickly perform execution work in a short cycle time of work, for example, in a ground reinforming construction method such as a ground anchor construction method, inclined face reinforcing work, and an underground pile construction method, particularly, the ground reinforcing construction method for performing the so-called casing hole excavation, and a hole wall holding casing pipe used therefor. SOLUTION: Simultaneously when excavating a hole in bedrock by rotatably driving a hole excavting rod having a hol excavting bit in a tip part, the hole wall holding casing pipe composed of a porous pipe having the opening ratio of 20% or more is inserted into the excavting hole, and when forming the excavting hole having the prescribed depth, after extracting and recovering the hole excavting rod from the inside of the excavating hole by leaving the casing pipe in the excavating hole, a solidifier is injected into the excavating hole, and is permeated and solidified in the casing pipe inside and the surrounding ground.
