SOLUTION: At least one kind of regenerated powder such as incineration ash, sludge or stone dust of 50-80 wt.%, and water of 10-40 wt.% and cement of 10-40 wt.% are charged in a revolving granular, agitated to mix with each other, and granulated after agitating. The obtained granulate is used as the raw material A of the civil engineering construction material B. Besides, a granule A of 2.5-30 mm diameter containing unhydrated cement in the grain and/or on the surface of the grain is manufactured.
