PROBLEM TO BE SOLVED: To provide a filling and packaging machine whose power consumption can be reduced. SOLUTION: The filling and packaging machine forms a continuous packaging bag by longitudinally and laterally sealing a film 1 fed from a film roll 1A by longitudinal and lateral sealing mechanisms 5 and 6 and fills a substance to be filled in the continuous packaging bag P. The machine includes sealing plates 5B and 6B provided on a pair of heat-sealing rolls 5A and 6A equipped with the longitudinal and lateral seal mechanisms 5 and 6 and heated by an electric heater K7, a temperature detection means K6 for detecting a temperature of the sealing plates 5B and 6B, a temperature control means K4 for adjusting the temperature of the plates 5B and 6B based on temperature information detected by the means K6, and a control means K3 having a power saving mode for allowing an appropriate temperature at the means K4 to be set and controlling the control means K4 either to interrupt heating of the plates 5B and 6B or to attain a set temperature lower than the appropriate temperature.
