PROBLEM TO BE SOLVED: To provide a method for producing water at a constant flow rate to reduce a utilization of a city water. SOLUTION: A rain water and/or a sea water besides a business establishment drainage are supplied to a pH controlling tank. Even if a discharge of drainage from a business establishment is not sufficient, this system can produces a sufficient amount of a treated water, which can be utilized for a boiler feedwater, or the like.
