PROBLEM TO BE SOLVED: To obtain a low molecular weight vinyl copolymer capable of producing a coating material composition which is low in viscosity, small is solvent content and excellent in the weather resistance and solvent resistance, or the like, and to provide the composition using the copolymer. SOLUTION: The method for producing the copolymer is characterized in that a mixture composed of a hydroxyl group-containing vinyl monomer of 5-50 wt.%, which is represented by the formula CH2=CR1-CO-O-R2-CH2-OH [wherein R1 is hydrogen or methyl group; R2 is a 2-9C hydrocarbon group], and other copolymerizable vinyl monomer of 50-95 wt.% is subjected to the copolymerization using a radical polymerization initiator in a sealed reactor the inside temperature of which is maintained at 140-200 deg.C in the presence of an organic solvent to obtain a vinyl copolymer solution having a number average molecular weight of 500-4,000.
