PURPOSE: An insert tip liner is provided to easily cut an object and to achieve a superior cutting effect even when an insert tip is greatly worn by re-processing the insert tip when it is worn. CONSTITUTION: An insert tip liner has a thickness thinner than a thickness of an insert tip(60) inserted into a tip resting hole(22). The tip resting hole(22) is formed in an anvil(20) coupled to a cutter body(10). The insert tip liner has a length shorter than a length of a side of the tip resting hole(22). At least one block is provided to compensate for a dimension of the insert tip(60) when the insert tip(60) is re-processed. The anvil(20) is securely fixed to an outer lower end of the cutter body(10) through an anvil screw(25). A wedge screw(45) is provided to allow a wedge(40) to be easily coupled to the cutter body(10).
