PURPOSE: A device for interpolating a cross fade of a frame speed conversion is provided to perform TV video pixels by converting a frame speed in a motion picture tracking method, and to interpolate a cross fade in accordance with an MAD(Mean Absolute Difference), thereby improving picture quality. CONSTITUTION: A motion picture tracking block(10) uses a block-unit movement estimating method using a block matching algorithm for a previous video(fn-1) and a present video(fn). A motion vector moving block(11) outputs a motion vector from the motion picture tracking block, and outputs a moving result value of the present video by the motion vector. A cross fade arithmetically operates an MAD value by the motion picture tracking block, the output result value of the motion vector moving block, and a pixel value of the previous video, and filters an intermediate value. |
