PURPOSE: A process for producing phosphonate compounds represented by formula I from phosphite compound represented by formula II. CONSTITUTION: The process is characterized in that phosphonate compounds is prepared from phosphite compound in the presence of r-type alumina catalyst via thermal rearrangement reaction, wherein R is alkyl group having C1 to C10 or halo substitute alkyl group having C1 to C10, and wherein the phosphite compound is trimethylphosphite, triethylphosphite, tri-isopropylphosphite, tris(2-chloroethyl)phosphite, tris(2-bromopropyl)phosphite, tris(2,3-dichloropropyl)phosphite, and wherein the r-type alumina catalyst contains 0.5 to 25 wt.% of chromyl chloride.
