PROBLEM TO BE SOLVED: To shorten the process period of facilities to convert waste such as livestock excreta into a fertilizer, to decrease the area occupied by the facilities, and to improve the facilities so that the process is not influenced by the external conditions such as weather. SOLUTION: The facilities to convert waste such as livestock excreta into a fertilizer are provided with a reaction tank 1 to mix livestock excreta 2 and quick lime 3, a pipe conveyor 5 that connects the reaction tank 1 and a drying zone 15 to convey the above mixture 4 to the drying zone 15, and the drying zone 15 that is equipped with the stirring apparatus 9 to stir the mixture 4 and that is equipped with hot-air generating apparatus 8 above the stirring apparatus 9 to dry the mixture 4 and also to facilitate the reaction of neutralization by the absorption of gaseous carbon dioxide in the hot air.
