PROBLEM TO BE SOLVED: To purify the contaminated water containing chloroethylene and to make chloroethylene harmless. SOLUTION: Chloroethylene is decomposed by irradiating the aerated gas containing chloroethylene with an electron beam continuously. A part or all of the aerated gas containing decomposition products is used again as an aerating gas so that harmful phosgene contained in the contaminated water can be made harmless by hydrolysis.
