PROBLEM TO BE SOLVED: To provide a device for automatically controlling a train and a method for automatically controlling a train improving system maintenability and reducing a running cost by an on-train device controlling train traveling speed based on a speed control pattern calculated by the on-train device from a speed control table transmitted to each track circuit by a ground device. SOLUTION: In an automatic train control system 100, the ground device 10 extracts speed control table data based on train traveling position detected by a traveling position detector 11 in the speed control table of a speed control table memory device 12 from a table data extraction part 13 and transmits the data to each track circuit via a transmitter 14. The on-train device 20 controls a traveling speed using a traveling speed control device 27 based on the speed control pattern calculated by a speed control pattern calculator 26 based on the speed control table data and a traveling distance from a distance integrator 22 and a traveling speed from a speed generator 21.
