PROBLEM TO BE SOLVED: To prevent erroneous unsealing of a multi-layer paper bag, to make it easy to require no adhesive and reuse paper bag resources, to solve environ mental measures, and to reduce cost. SOLUTION: The end part of a tube which comprises multi-layer alternating paper layers and thermal adhesive plastic films is brought into dummy welding with wave-shaping work.
